Once upon a time.

....... (a couple of weeks ago, actually), the democratic nation called the United States of America (or America to her friends) dispatched an  official with the most 'undemocratic' title of 'czar' to see how 'we' dispense justice to drug users in San Francisco. The word 'czar' or 'tsar' is a Russian word for a 'supreme ruler' that  was meant to reference the   total rule of  the Roman emperor Julius Caesar.
